内容概要

河流孕育了人类文明,但人类在发展的过程中却造成了对河流的伤害,并为此付出了代价。一个时期以来，黄河存在且日益严重的主河槽淤积、萎缩。“二级悬河”形势严峻，水资源供求矛盾尖锐，水污染加剧等问题，无不反映出黄河的生存危机。因此，作者提出黄河治理的终极目标是维持黄河健康生命，据此建立了“1493”治河体系。同时，还就调水调沙不同模式，黄河洪水的控制、利用、塑造，粗泥沙控制的“三道防线”，构建黄河水沙调控体系，以及黄河下游河道治理等内容进行了阐述。
