前言

一、为了适应我国对外开放和国内外各界人士全面、准确地了解我国涉外法律、行政法规的需要，中华人民共和国国务院法制办公室编辑了本汇编。二、本汇编汇集了1996年经全国人民代表大会或者全国人民代表大会常务委员会制定的涉外方面的法律和有关法律的决定、国务院制定的涉外方面的行政法规和部分法规性文件（以下简称“法规”）共64件。本汇编分为：宪法类、民法商法类、行政法类、经济法类、社会法类和诉讼及非诉讼程序法类等6类，每一类下分为若干项。三、本汇编按照分类、先法律后行政法规以及法律、法规发布的时间先后排列。四、本汇编收入的法律的英文译本，由全国人民代表大会常务委员会法制工作委员会提供；行政法规和法规性文件的英文译本，由国务院法制办公室组织翻译和审定。参加行政法规和法规性文件英文译本审定工作的专家有：褚广友、黄金祺、沈秋潮等。五、本汇编收入法规的英文译本与中文本有歧义的，以中文本为准。六、本汇编在编辑和翻译过程中，国务院有关部门和其他有关方面给予了大力支持和协助，在此谨致谢意。

第二条 人民解放军现役军人和参加军队选举的其他人员依照本办法选举全国人民代表大会和县级以上地方各级人民代表大会代表。第三条 人民解放军及人民解放军团级以上单位设立选举委员会。人民解放军选举委员会领导全军的选举工作，其他各级选举委员会主持本单位的选举工作。第四条 连和其他基层单位的军人委员会，主持本单位的选举工作。第五条 人民解放军现役军人，在军队安置和待移交地方安置的离休、退休人员，在军队工作的职员、职工以及行政关系在军队的其他人员，参加军队选举。驻军的驻地距离当地居民的居住地较远，随军家属参加地方选举有困难的，经选举委员会或者军人委员会批准，可以参加军队选举。第六条 驻地方工厂、铁路、水运、科研等单位的军代表，在地方院校学习的军队人员，可以参加地方选举。
