　　11 When a designer is concentrating on an arborization plan， for example， it's not just the placement of the trees and other plant materials that's important. How soon and in what ways the trees and other plant materials will grow is vitally important. How long will the inhabitants have to wait for shade? What happens in different climates and different seasons? And， perhaps， most important —— is the capacity for change built into the design? Can the city grow and evolve along with this arborization pattern， or is the design itselfa static entity?　　12 On the other hand， designs and patterns for Waterways & Waterfronts cannot be static since water is an ever-moving， ever-evolving entity and can change its course or the nature of the beach at will. Unless， of course， a waterway， i.e.， a riverbed， is transformed into a concrete channel of some sort， and even then， rivers have been known to overflow their banks. It would seem， then， that along with the development and planting of a waterfront， one would have to plan for floods， tides， and other natural cycles and patterns of nature that one associates with waterways—— conservation and environmental issues. In point of fact， the majority of categories of landscape design deal with elements of conservation and environmental issues， since landscape design cannot truly be separated from the environment.　　……
