　　民政工作，正如现任民政部部长李学举指出的那样“民政乃国政，连着国计、系着民生，是我国政府社会管理与公共服务的重要组成部分，也是一项古老而常新的工作”。“为民”是民政工作地根本追求。民政乃为民之政，民政之要在于民。“以民为本、为民解困、为民服务”是民政工作永恒的主题，是民政部门的核心理念。　　中国的民政工作直接面向社会公众，救助困难群众、抚恤优抚对象、造福老弱病残，事关广大人民群众的切身利益；民政部门肩负基层政权建设、社会组织管理和行政区划、地名、民间组织、婚姻管理、儿童收养、殡葬等专项社会事务管理的重任，事关社会和谐稳定大局。党和政府的关爱之情、亲民之意、为民之举，在一定的程度上是通过民政工作来体现的；政府职能转变、社会建设加强、公共服务改善等，很多决策时通过民政工作来落实的。可以说，民政工作是改革发展稳定提供服务、营造环境、大好基础的重要工作，对改善民生、深化改革、推动发展、维护稳定、促进和谐具有重要的意义。 　　……
