前言

　　Foreword　　This Standard is prepared according to the requirements of Document No. 1093 [2006] issued by the National Development and Reform Commission——Notice on Printing the Development and Revision Plan of Professional Standards in 2006.　　In recent years， great achievement has been made in the construction technology of rock foundation excavation for hydropower and water resources projects in China. The adoption of large-scale millisecond delay initiation network， presplit blasting or smooth blasting to remove the protective layer with one-step blasting method，and　wide　application　of　safety　blasting　monitoring　during construction and trial blasting have provided technical supports for speeding up the construction progress and improving the excavation quality of the hydraulic structure rock foundation.　　This Standard is formulated to further standardize rock foundation excavation of hydraulic structures， to ensure the blasting excavation quality of rock foundation and to speed up construction progress. This Standard is compiled by collecting the construction experiences and the new technologies of hydropower and water resources projects， referring to suggestions from the relevant parties and experts and the relevant contents of SDJ 211——1983 Construction Technical Specifications on Rock Foundation Excavation of Hydraulic Structures.

　　7 Excavation　　7.0.1　Before excavation， contractors shall prepare excavation plan and technical measure. Temporary and permanent support of slopes shall be considered as a whole and combined with each other， and construction shall be divided into reasonable stages.　　7.0.2　Excavation shall be executed in layers with bench blasting method from top to bottom. If the upper and the lower parts need to be excavated at the same time， technical demonstrations shall be carried out for safety concern. The bottom to top excavation method shall not be used.　　7.0.3　Presplit blasting or smooth blasting method shall be used for excavation of design slope outline.　　7.0.4　For excavation of the rockmass adjacent to the horizontal foundation surface， the excavation methods for reserving a protective layer should be preferably adopted. If demonstrated through test，deep-hole bench blasting method of special measures may be used.　　7.0.5　Before excavation of design slopes， some work shall be done for the area outside the excavation outline， including removal of the unstable rockmass， slope cutting， slope reinforcement and drainage，and attention shall be paid to the protection of the natural vegetation.　　7.0.6　For excavation of the design slopes with poor geological conditions， effective measures shall be taken to treat the slope in time in the process of excavation.
